What is de minimis and why does it matter?

De minimis is the declared value below which a shipment enters duty-free. It varies enormously by country โ€” from CNY 50 (~โ‚ฌ7) in China to $800 (~โ‚ฌ740) in the USA. Below the threshold you typically still owe VAT/GST in many countries (Australia, UK, EU) even though duty is waived.

Why is VAT calculated on value plus duty, not just the declared value?
