Shipping from Portugal to UAE

1–3 days express via Dubai hub. Customs required — 5% UAE VAT, AED 1,000 duty-free threshold for most goods.

The United Arab Emirates (UAE) — comprising Dubai, Abu Dhabi, Sharjah and five other emirates — is a major global trade hub and growing export market for Portuguese businesses. Dubai's position as a global logistics hub makes it one of the fastest destinations from Portugal for express shipping: DHL, FedEx and UPS all have major Middle East operations in Dubai, enabling 1–2 day express delivery. UAE introduced Value Added Tax (VAT) at 5% in January 2018. UAE customs applies 5% import duty on most goods (CIF value — cost, insurance and freight). The UAE is a member of the Gulf Cooperation Council (GCC) customs union — goods cleared through UAE can be re-distributed across Saudi Arabia, Kuwait, Bahrain, Qatar and Oman within the GCC.

Customs Information

UAE customs clearance is required on all imports. Import duty: standard rate 5% on CIF value (cost + insurance + freight) for most goods. Certain goods are exempt: medicine and medical equipment (0%), books and some educational materials (0%). Prohibited: alcohol (unless destined for licensed hotel/restaurant trade), pork products, narcotics. UAE VAT: 5% standard rate introduced January 2018 — applies to all taxable imports and purchases. De minimis: AED 1,000 (~€250) for formal entry; shipments below this may qualify for simplified clearance. GCC customs union: UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman form a customs union — goods cleared in UAE can circulate within GCC without further customs duties. UAE has signed a Comprehensive Economic Partnership Agreement (CEPA) with India and several other countries, but no EU-UAE FTA is in force — EU goods face 5% MFN import duty.

Tips for Faster Delivery

💡

DHL Express Dubai hub is one of the largest DHL operations in the world — UAE is often the fastest non-EU shipping destination from Portugal (1–2 days).

💡

Declared value on commercial invoice must reflect the true CIF value — UAE customs calculates duty on CIF (cost + insurance + freight). Undervaluing is a customs offence.

💡

Dubai addresses: always include the emirate (Dubai, Abu Dhabi, Sharjah), building name/number, street and PO Box if available. GPS coordinates can be helpful for delivery in newer areas.

💡

Alcohol is 0% duty for licensed licensed importers (hotels, restaurants with alcohol licence) but cannot be imported for personal consumption. If shipping wine or spirits, verify the recipient holds the correct UAE liquor import licence.

💡

Ramadan period: business hours change significantly — some companies operate reduced hours or close. Customs processing and delivery may be slower during Ramadan (dates vary annually).

💡

UAE is a re-export hub — many businesses based in Dubai import goods for re-export across the GCC and wider MENA region. If your customer plans to re-export, they may be eligible for free zone import rules with different duty treatment.

FAQ

How long does shipping from Portugal to UAE (Dubai) take?

DHL Express: 1–2 business days to Dubai. FedEx International Priority: 1–3 days. UPS Worldwide Express: 2–3 days; Expedited: 3–5 days. All UAE services travel by air. Dubai is a major aviation hub — it has direct flight connections to Lisbon, making express services extremely fast.

What customs duties apply when shipping to UAE?

UAE applies 5% import duty on most goods calculated on the CIF value (cost + insurance + freight). Some goods are exempt: medicines, medical equipment, and educational materials attract 0%. UAE VAT at 5% applies to all taxable imports on top of the customs duty. No EU-UAE FTA is in force, so EU-origin goods face the standard 5% MFN rate.

Can I ship wine or alcohol to Dubai?

Commercial wine and alcohol imports into the UAE are permitted only for licensed importers — hotels, restaurants and licensed alcohol retailers operating in the UAE. Personal import of alcohol for consumption is prohibited. If your B2B customer in Dubai holds a UAE liquor import licence, commercial wine shipments from Portugal are possible — verify the licence before shipping.

What is UAE VAT and does it apply to imports?

UAE introduced Value Added Tax (VAT) at 5% in January 2018 — one of the lowest standard VAT rates in the world. UAE VAT applies to all taxable goods and services, including imports. The VAT is paid by the UAE importer on import and can be recovered by VAT-registered UAE businesses as input tax. UAE businesses with taxable supplies over AED 375,000/year must register for VAT.

Is Dubai a re-export hub?

Yes — Dubai is one of the world's largest re-export hubs. Many global businesses use Dubai as a distribution point for re-exporting goods across the GCC (Saudi Arabia, Kuwait, Bahrain, Qatar, Oman) and wider Middle East/Africa. Goods imported into UAE free zones (e.g., Jebel Ali Free Zone) benefit from simplified import procedures and 0% import duty for re-export. Your Dubai-based customer may be importing for regional distribution.
