Singapore is consistently ranked as one of the world's easiest and most open trading nations. As a city-state with almost no domestic production, Singapore imposes 0% import duty on virtually all goods β€” only alcohol, tobacco, petroleum products and motor vehicles face meaningful duties. Singapore Customs (part of Singapore Customs, under Ministry of Finance) operates TradeNet, one of the world's most efficient single-window customs systems, enabling clearance in minutes for compliant shipments. From 1 January 2023, Singapore extended its 9% GST (Goods and Services Tax) to all imported goods regardless of value β€” previously, goods under SGD 400 were GST-exempt. This means every commercial import, however small, is now subject to GST. Singapore is also a major regional distribution hub: many companies use Singapore to reach Southeast Asian markets (Malaysia, Indonesia, Thailand, Vietnam) via land, sea or air.

Customs Process for Singapore

1
TradeNet electronic declaration
Singapore Customs operates TradeNet β€” a single-window platform where all import permits and customs declarations are processed electronically. Carriers (DHL, FedEx, UPS) submit in-care (ICA-controlled) or standard customs declarations via TradeNet within 1–2 hours of arrival at Changi Airport Cargo. Clearance for compliant standard commercial goods typically happens within minutes of submission.
2
GST assessment (all imports from 2023)
Since 1 January 2023, 9% Singapore GST applies to ALL imported goods regardless of value. Before 2023, goods under SGD 400 were exempt. Now carriers either: (a) collect 9% GST from the EU seller at point of sale (for GST-registered overseas vendors under the OVR scheme), or (b) collect from the recipient at delivery. If you are an overseas supplier selling over SGD 1 million/year to Singapore residents, you must register for GST in Singapore under the Overseas Vendor Registration (OVR) scheme.
3
Duty assessment (minimal)
Singapore imposes import duty on only four categories: alcohol, tobacco products, petroleum products and motor vehicles. All other goods β€” electronics, clothing, machinery, food, cosmetics β€” enter at 0% duty. No FTA with the EU is needed because Singapore applies 0% to all countries as its standard MFN rate.
4
MAS/HSA screening (regulated goods)
Medicines, medical devices and health products are regulated by HSA (Health Sciences Authority). HSA import licences or product registrations are required for prescription medicines, medical devices and some health products. MAS (Monetary Authority of Singapore) oversees financial instruments. Singapore's regulations are stringent but transparent β€” documentation requirements are well-published.
5
Changi cargo delivery
Singapore Changi Airport (SIN) is one of the world's best cargo airports β€” DHL, FedEx and UPS all have dedicated hubs at Changi. Post-clearance delivery within Singapore is rapid: next-day delivery for most Changi-cleared parcels. Singapore is a small island (city-state) β€” DHL/FedEx domestic delivery is typically same-day or next-morning after customs release.

Expert Tips for Shipping to Singapore

Frequently Asked Questions

Does Singapore charge import duties on EU goods?

Almost all goods imported into Singapore from any country (including EU) pay 0% import duty. Singapore applies one of the world's most open tariff schedules β€” zero duty is the standard rate for virtually all goods from all trading partners. No EU-Singapore FTA is needed to benefit because 0% is Singapore's MFN (most-favoured-nation) rate applied universally. The only exceptions are: alcohol (excise duty by volume), tobacco products (excise duty by weight), motor vehicles (high ARF and duties), and petroleum products. For European exporters: Singapore is the simplest non-EU export market β€” no FTA compliance needed, no tariff rate shopping, just account for 9% GST.

How does Singapore GST work for imported goods?

Singapore's GST (Goods and Services Tax) rate is 9% (increased from 8% on 1 January 2024; it was 7% before 1 January 2023). Since 1 January 2023, GST applies to ALL imported goods regardless of value β€” the previous SGD 400 de minimis exemption was removed. For overseas B2C sellers: if your total sales to Singapore residents exceed SGD 1 million/year across all channels, you must register for GST in Singapore under the Overseas Vendor Registration (OVR) scheme (register at IRAS iras.gov.sg), collect 9% GST at checkout from Singapore customers, and remit quarterly. If below SGD 1M/year: the carrier typically collects GST from the recipient on delivery. For marketplace sales (Amazon Singapore, Lazada, Shopee): the marketplace handles GST collection and registration.

How long does shipping from Europe to Singapore take?

DHL Express, FedEx International Priority and UPS Worldwide Express: 2–3 business days from major EU cities to Singapore Changi (SIN). Singapore customs clearance via TradeNet is very fast β€” typically 1–2 hours for correctly documented commercial express shipments. Total time from EU door to Singapore door: typically 3–4 days. Economy services (DHL Economy Select): 4–6 days. Postal/surface: 8–15+ days. Singapore's Changi Airport is a world-class cargo hub β€” DHL, FedEx and UPS all have major regional hubs there.

What is the OVR scheme and do I need to register for Singapore GST?

The Overseas Vendor Registration (OVR) scheme is Singapore's mechanism for non-Singapore businesses to collect and remit Singapore GST. You must register under OVR with IRAS (Inland Revenue Authority of Singapore) if: you are a non-Singapore business selling goods or services B2C to Singapore residents, AND your total Singapore sales exceed SGD 1 million/year. Once registered, collect 9% GST from Singapore customers at checkout, file quarterly GST returns with IRAS, and remit the collected GST. Selling via established marketplaces (Amazon Singapore, Lazada, Shopee, Qoo10): the marketplace is deemed the supplier and handles OVR registration/GST for marketplace orders. OVR registration is free and done online at mytax.iras.gov.sg.

What are Singapore's rules for shipping food and beverages?

Singapore Food Agency (SFA) regulates all food and beverage imports. Key requirements: (1) Import permit from SFA before shipping food, beverages, health supplements, meat, poultry and seafood. SFA import permits are obtained via TradeNet or the SFA Foods Online system. (2) Food must meet Singapore Food Regulations (SFR) safety standards β€” generally aligned with international Codex Alimentarius standards. (3) Allergen labelling in English is required. (4) Novel foods and health supplements require specific SFA pre-approval. (5) Alcohol imports require SFA permit and are subject to excise duty. Singapore food labelling must include ingredient list in English, allergen information and net content. The SFA website (sfa.gov.sg) has the full product registration requirements by category.
