Shipping Perfumes & Aerosols: Rules & Restrictions

Alcohol-based perfumes are UN Class 3 flammable liquids โ€” accepted on ground routes with correct packaging and declaration.

Status: Restricted

Overview

Perfumes, colognes and many cosmetic sprays contain alcohol, which makes them flammable liquids classified as UN Class 3 dangerous goods under IATA/ADR regulations. Aerosol cans (deodorants, hair sprays, paint sprays) are pressurised and classified as UN Class 2.1 (flammable gas) or Class 2.2 (non-flammable gas). Both categories face restrictions on air freight and require correct packaging, quantity limits and carrier declaration. However, most major couriers accept alcohol-based perfumes on ground/road services for EU destinations from Portugal, provided the total volume per parcel stays within limits and the triple containment method is used.

Carrier-by-Carrier Rules

Rules change frequently. Always verify at carrier websites before booking.

โœ“ What Is Allowed

  • โœ“Alcohol-based perfume/cologne up to 1 litre per parcel on ground/road services
  • โœ“Non-alcohol cosmetic sprays (water-based, flash point above 60ยฐC)
  • โœ“Small quantities of aerosols (deodorant, hairspray) on road services
  • โœ“Perfume samples and miniatures within volume limits
  • โœ“Eau de toilette (typically 70โ€“90% alcohol) on ground courier routes

โœ— What Is Prohibited

  • โœ—Perfume shipments by air on most standard courier air services
  • โœ—Aerosols on passenger aircraft cargo holds (most cases)
  • โœ—Perfumes with flash point below 23ยฐC without full dangerous goods compliance
  • โœ—Large-volume perfume shipments (over 5 litres) without licensed dangerous goods carrier
  • โœ—Pressurised aerosol cans on air freight without specialist DG approval

How to Ship (If Permitted)

1

Check the flash point of your product โ€” listed on the Safety Data Sheet (SDS). Products with flash point below 60ยฐC are flammable. Most perfumes are 10โ€“20ยฐC flash point (very flammable).

2

Use the triple containment method: tape the bottle cap securely โ†’ seal in a zip-lock polythene bag โ†’ pack in an absorbent-lined cardboard box with bubble wrap cushioning on all sides.

3

Select a ground/road service at booking, not an air express service. For EU destinations, DPD, GLS and DHL road are suitable. For non-EU destinations, check carrier acceptance route by route.

4

Declare the contents accurately when booking. Most courier booking systems ask about dangerous goods. Select 'perfume/fragrance' or 'flammable liquid' as applicable.

5

Keep total volume within carrier limits (typically 1 litre alcohol-based liquid per parcel for standard ground courier). Larger quantities require a specialist dangerous goods carrier.

6

Label the outer box with the UN number: UN 1266 (perfume products) or UN 3077 (environmentally hazardous substance) depending on content. Check the SDS for the correct UN number.

Important Tips

โš ๏ธ

The safest and cheapest way to ship perfume within the EU is DPD or GLS road service โ€” these are ground services that do not involve aircraft.

โš ๏ธ

Non-alcohol perfumes (oil-based attars, solid perfumes) are not classified as flammable liquids and face fewer restrictions โ€” worth considering if you ship regularly.

โš ๏ธ

Buyer countries may have import restrictions on alcohol content. UAE, Saudi Arabia and some other countries restrict alcohol-based products โ€” verify destination import rules before shipping.

โš ๏ธ

For e-commerce sellers shipping perfume internationally at scale, a specialist dangerous goods courier or freight forwarder will be more cost-effective and reliable than standard courier services.

โš ๏ธ

Always keep the Safety Data Sheet (SDS) for every product you ship. Customs and carriers may request it, and it contains the UN number, flash point and packing group needed for correct classification.

Perfumes & Aerosols Shipping FAQ

Can I ship perfume from Portugal to the UK, France or Germany?

โ–พ

Yes. Alcohol-based perfumes can be shipped from Portugal to EU countries (France, Germany, Spain, etc.) and the UK via ground/road courier services (DPD, GLS, DHL road). The shipment must use correct packaging (triple containment), stay within volume limits (typically 1 litre per parcel), and be declared as a flammable liquid at booking.

Why can't perfume go on air freight?

โ–พ

Alcohol is a flammable liquid. At altitude, pressure changes and temperature variations increase the risk of container failure and ignition. Most airline safety regulations prohibit or severely restrict flammable liquids in cargo holds. Couriers that use air networks (DHL Express, FedEx, UPS air services) therefore restrict or prohibit alcohol-based perfumes on air-routed shipments.

What is the UN number for perfume?

โ–พ

Most alcohol-based perfume products are classified as UN 1266 โ€” Perfumery Products, Class 3 (Flammable Liquid), Packing Group II or III depending on flash point. The exact classification is on the Safety Data Sheet (SDS) for your specific product. UN 1266 PG III (flash point 23โ€“60ยฐC) has the most relaxed quantity limits for couriers.

Can I ship deodorant spray (aerosol) internationally?

โ–พ

Aerosol deodorants are pressurised goods classified as UN 1950 (Aerosols). Most couriers accept small quantities of aerosols on ground/road services โ€” typically up to 4 aerosol cans per parcel below 500ml each. Air services are generally prohibited. Check carrier rules before booking and use a ground service.

Do I need a dangerous goods declaration for a single bottle of perfume?

โ–พ

For small quantities on road/ground courier services, many carriers (DPD, GLS) accept perfume with just an accurate content declaration at booking. For air services or larger quantities, a formal Shipper's Declaration for Dangerous Goods (SDG) is required. Always check what your specific carrier requires for the origin-destination pair.
