No — shipments between EU member states do not require customs declarations or import duties. A French customer returning goods to a German seller is treated the same as a domestic return. Customs is only needed for returns to/from non-EU countries like the UK or USA.
How many days do EU customers have to return online purchases?
Under the EU Consumer Rights Directive (2011/83/EU), customers who bought online have a minimum 14-day right of withdrawal — they can return goods without giving a reason within 14 days of receiving them. The seller must issue the refund within 14 days of receiving the returned goods or proof of shipping.
